Municipal Corporation Hiring Pharmacists and Public Health Manager

Applications are invited from eligible candidates to fill the following posts on a contractual basis under the National Urban Health Mission (NUHM) and the National Tuberculosis Elimination Program within the Nanded-Waghala City Municipal Corporation, in accordance with the schedule outlined below. Candidates possessing the educational qualifications specified below for these posts are required to submit a complete application, along with attested copies of their educational documents, on the scheduled date.

Qualification : MBBS or Medical Graduate in Health Sciences (BDS/BAMS/BHMS/BUMS/B.P.B.Sc.) OR B.Pharma + MPH/MHA/MBA in Healthcare Administration
Age Limit : 38 (for Open Category) and 43 (for Reserved Categories)
Salary : Rs. 32,000/-

Pharmacist (National Tuberculosis Eradication Program)
No of post : 01
Qualification : Degree / Diploma in Pharmacy from recognized university. Preferential Qualification One year experience in Managing drug store in a reputed hospital / health center recognized by Govt. Candidate should be well conversant with various computer programming including MS word, Excel & simples statistical packages.
Age Limit : 65
Salary : Rs. 17,000/-

Terms and Conditions
1. The appointment to the said post is purely contractual in nature and shall be for a duration of up to 06 months only. Since the appointment to this post is purely temporary, the appointee shall have no right or claim regarding the rules, terms, and conditions applicable to regular government service; furthermore, standard government service rules shall not apply to this post.
2. In the event that the Central or State Government disapproves the concerned post, the candidate's services shall be terminated immediately without any prior notice.
3. A) Direct Interviews: Direct interviews shall be conducted exclusively for the posts of Contractual Full-time Medical Officer, Part-time Medical Officer, Medical Superintendent, Physician, and Anesthetist. For this purpose, the following grading system shall be adopted:
1) Subject Knowledge (10 Marks)
2) Research & Academic Knowledge (10 Marks)
3) Leadership Qualities (10 Marks)
4) Administrative Abilities (10 Marks)
5) Experience (10 Marks)
A) For Government Experience: 02 marks per 01 year.
B) For Private Experience: 01 mark per 01 year. Total Experience: Maximum 10 Marks.
Total Marks: 50
B) Grading System for Educational Qualifications: For the posts of Contractual Staff Nurse, Pharmacist, Public Health Manager, and City Quality Assurance Coordinator, candidates shall be selected based on the following grading system, without conducting an interview.
1. A proportionate score, weighted at 50%, will be calculated based on the percentage of total marks obtained in the final year of the basic educational qualification required for the post. (E.g., if 60% marks were obtained, the proportionate score at 50% weightage would be: 60 × 50/100 = 30).  
2. If a candidate possesses an educational qualification in the relevant subject that is higher than the minimum qualification required for the post, a proportionate score, weighted at 20%, will be calculated based on the final-year marks of that higher qualification. (E.g., if 60% marks were obtained, the proportionate score at 20% weightage would be: 60 × 20/100 = 12).  Regarding experience for this contractual post, only experience gained in Government, Semi-Government, or Local Self-Government bodies—or specifically under the National Urban Health Mission (NUHM) / Tuberculosis Control Program—will be considered valid. For every full year of experience directly relevant to this contractual post, 06 marks will be awarded (up to a maximum limit of 30 marks). A merit list of candidates will be prepared based on these scores, and selections will be made accordingly. Candidates are advised to take note of this. To claim marks for experience, it is mandatory for candidates to submit photocopies of their initial appointment orders and their current re-appointment orders, along with their experience certificates. If experience certificates are submitted without fulfilling the aforementioned conditions, no marks for experience will be awarded.  
3. Furthermore, if any discrepancies are detected in the experience certificates submitted for the contractual post—such as the experience certificate predating the acquisition of the required educational qualification, or a discrepancy between the date of the appointment order and the date on the experience certificate—such experience will not be considered valid. Additionally, experience gained through outsourcing arrangements will not be accepted. The experience certificates submitted by candidates regarding service in Government, Semi-Government, or Local Self-Government bodies—or under the National Urban Health Mission / Tuberculosis Control Program—will be subject to verification. Moreover, should any dispute arise regarding this matter in the future, the candidate will be disqualified, and their appointment will be terminated.

4. Upon the preparation of the merit list, should two or more candidates secure equal marks, priority shall be accorded to the candidate of greater age. Furthermore, in the event that both the marks and age of the candidates are identical, priority shall be given to the candidate possessing the most extensive experience relevant to the specific post in question.
5. Applications for contractual posts shall be accepted in sealed envelopes on the date and during the office hours specified above (excluding public holidays). While submitting the application in a sealed envelope, candidates must clearly mention their name, the name of the post applied for, and their category. Applications received after the stipulated deadline shall not be considered. Therefore, candidates are advised to exercise utmost care while filling out the application form to ensure it is complete in all respects, and to submit it along with self-attested photocopies of all necessary educational and other relevant documents. Applications received via email shall not be considered.
6. On the day of the direct interview for posts within the Contractual Medical Officer cadre, candidates must appear for the interview carrying their application form, one set of photocopies of all requisite documents, and the original documents.
7. All the aforementioned posts are contractual in nature and carry a consolidated remuneration; the initial tenure for these posts shall be up to 06 months. Further extensions to this tenure shall be granted subject to the provisions of the Scheme's PIP (Programme Implementation Plan), based on the candidate's work performance evaluation report, and strictly as per operational requirements. Should the number of posts in question be reduced under the PIP, the candidate's appointment shall automatically stand terminated.
8. Age Limit: a) For all posts within the Medical Officer cadre, the maximum age limit for entry into service shall be 65 years, while the age limit for the cessation of service shall be 70 years. For candidates aged 60 years and above, it shall be mandatory to submit a certificate of physical fitness—issued by the District Civil Surgeon—on the day of the interview.  Furthermore, following the selection process, re-appointment orders will be issued only after the requisite certificate has been received.
b) For recruitment to other positions related to patient care under this Mission—such as Staff Nurses and Pharmacists—the maximum age limit for entry shall be 59 years, while the age limit for retirement shall be 65 years.
b) For recruitment to other patient-care related posts under the Mission—such as Staff Nurses and Pharmacists—the maximum age limit for entry shall be 59 years, and the age limit for cessation of service shall be 65 years.
c) For the posts of City Quality Assurance Coordinator and Public Health Manager, the maximum age limit for entry into service for candidates belonging to the Open Category shall be 38 years; additionally, the age limit for cessation of service for these posts shall be 60 years.
d) For the posts of City Quality Assurance Coordinator and Public Health Manager, employees currently serving under the National Health Mission shall be granted an age relaxation of 05 years.
3) For applicants over the age of 60, it is mandatory to submit a certificate of physical fitness/physical capability certified by the District Civil Surgeon. For individuals over the age of 60, re-appointment orders shall be issued annually only after obtaining a certificate of physical fitness from the District Civil Surgeon.
9. For the aforementioned posts, it is mandatory to attach the registration certificate issued by the relevant professional council. Failure to do so will result in the candidate being declared ineligible.
10. For all posts, candidates must attach the following documents—in attested or self-attested xerox copies—along with the application form in the prescribed format: two passport-sized photographs; academic qualifications (10th and 12th mark sheets/certificates); all mark sheets for the Degree/Diploma (from the first year to the final year); Degree Certificate; Registration Certificate; Caste Certificate; Age, Domicile, and Nationality Certificates; and proof of age (such as 10th/12th certificates, School Leaving Certificate, or Birth Certificate). In the event of a name change, it is mandatory to attach a Government Gazette notification, Marriage Registration Certificate, and a Notarized Affidavit. If a candidate is found to have submitted any false or bogus documents, their appointment shall be cancelled at any stage of the process.

11. The candidate must be physically and mentally fit for the respective post applied for; furthermore, no criminal case or offense should be registered against the applicant.
12. Candidates must clearly specify in the application form the name of the post they are applying for, as well as the specific category (caste category) applicable to that post in accordance with social reservation norms.
13. No Travel Allowance (TA) or any other allowance shall be payable to candidates for the purpose of submitting applications or for attending the interview for the advertised posts.
14. If an employee retired from government service (either through superannuation or voluntary retirement) is applying, they must provide the following details in the application form: date of joining government service, tenure, designation held, year of retirement, final salary drawn on the date of retirement, and the pension payable post-retirement. Additionally, if they have previously worked on a contractual basis for any specific program/project, details regarding such experience must also be included in the application. Attested copies of all relevant documents must be attached along with the application form.
15.  If retired employees are selected, their honorarium shall be calculated and disbursed in accordance with the guidelines received from the State level.
16. In the event of the selection of retired employees, a proposal shall be forwarded to the Hon. Director of Health Services, Mumbai, to obtain a 'No Objection Certificate' (NOC) certifying that no inquiry or disciplinary proceeding of any nature—whether pertaining to their period of service or the post-retirement period—is pending against them. Appointment orders shall be issued to the concerned individuals only after the said proposal has received approval. Furthermore, as a mandatory requirement for joining duty, they must submit a certificate from the District Civil Surgeon, District Hospital, Nanded, attesting to their physical and mental fitness.
17. All rights regarding the suspension or cancellation of the recruitment process, or the modification of the recruitment plan—as well as all rights to alter the number of vacant posts, social reservation categories, or places of posting—are vested in this office. Furthermore, the Hon. Commissioner and Chairperson of the Selection Committee, Nanded-Waghala City Municipal Corporation, Nanded, reserves the right to make changes to the selection process at any stage.
18. Applicants shall not be entitled to request a change of posting location during the contractual period for reasons of personal convenience.
19. The application form format, along with this advertisement, has been published on the website www.nwcmc.gov.in. Applications must be submitted strictly in this prescribed format; otherwise, the candidate's application will not be considered valid.
20. Selected candidates shall be required to submit an agreement bond on a non-judicial stamp paper of Rs. 100/-, affirming their acceptance of the terms and conditions stipulated in the agreement, at the time of joining the post.


21. It shall be mandatory for selected candidates to join their respective places of appointment within 07 days from the date of receipt of their appointment orders. Failure to do so will result in the termination of their appointment orders, and the appointment shall subsequently be offered to the next eligible candidate on the waiting list.
22. The posts mentioned herein fall under the purview of a specific scheme. They bear no relation whatsoever to the regular establishment (permanent cadre) of the Nanded-Waghala City Municipal Corporation. Since all the aforementioned posts are purely temporary in nature—being filled on a contractual basis with a consolidated remuneration—candidates shall not be entitled to the benefits of permanent service in the future.
23. Detailed information regarding the eligibility/ineligibility status of candidates, the final selection list, and other necessary instructions pertinent to the recruitment process will be published from time to time exclusively on the Municipal Corporation's notice board and on its official website: www.nwcmc.gov.in.  Furthermore, ineligible candidates may submit their objections and suggestions in writing via the website within three working days of the publication of the list of eligible/ineligible candidates. If such objections are accompanied by appropriate supporting evidence, the matter will be taken into consideration. No objections received thereafter will be entertained.
24. Before completing the selection of candidates, all the original documents related to their application will be verified by calling the candidates. At that time, it will be mandatory for the candidates to submit the said original documents before the verification committee, otherwise the candidate will be rejected from the selection process. 
25. If any kind of private and political pressure is exerted by the candidates, they will be disqualified for interview and appointment. If it is found that the candidate or his/her relative has made any unnecessary interference in the selection process, the candidate will be disqualified. 
26. If it is found that the candidates have submitted wrong information/certificate/documents/misleading information or have concealed any kind of information at any stage of the selection process, their candidature/selection/appointment will be cancelled/completed immediately. 
27. No correspondence of any kind will be entered into with the candidates who are found ineligible/unsuccessful at any stage of the selection process.
28.  Acceptance of the application does not mean that the candidate has been selected for the job.
29. After the completion of the selection process, if a vacancy occurs in any place due to resignation of an employee, appointment orders will be issued to the candidate on the waiting list without making fresh recruitment.
30. Applicants should correctly enter their current mobile number and email ID on their application. Also, they should ensure that it remains valid until the completion of the recruitment process and for 01 year from the date of announcement of the recruitment process results.
31.  In accordance with the Maharashtra Civil Services (Declaration of Small Family) Rules, 2005, it shall be mandatory for candidates to submit an affidavit in the prescribed format regarding the number of their children—specifically those alive as of March 28, 2005, and those born thereafter.
