Biotechnology Industry Research Assistance Council is a not-for-profit Section 8, Schedule B, Public Sector Enterprise, under Department of Biotechnology (DBT), Government of India as an Interface Agency to strengthen and empower the emerging Biotech enterprise to undertake strategic research and innovation, addressing nationally relevant product development needs. Job Description : The Program Officer will serve in the Program Management Unit chartered under the DBT, BIRAC and Bill & Melinda Gates Foundation partnership in Grand Challenges India. Reporting to Sr. Manager/ Manager, the Program Officer will have the opportunity to interact and work with thought leaders and leading scientists both in India and internationally; contribute strategic thinking and forward-looking analysis in relevant areas; communicate progress and setbacks against strategic goals; and importantly create and manage grants/contracts as part of a team.

Essential Qualifications : B.Tech / M.Sc. in Life Sciences / Biotechnology / Pharma / Agri / Plant Science / Microbiology/ / Biochemistry/ Environmental Sciences / Nutrition / Public Health / MBBS.
Desirable Qualifications and Experience :  PhD in Life Sciences / Biotechnology / Pharma / Agri/ Plant Science / Microbiology / Biochemistry / Environmental Sciences / Nutrition / Public Health / Post-graduation in medical sciences will also be considered.

Experience : Minimum 2 years of experience in academic, industry or similar position.
Age Limit : Not more than 30 years as on the date of closing of applications

Key Responsibilities :
• To shape and execute scientific grants and research contracts leading to social innovations under public health for the underserved populations in India and more generally in service of the developing world.
• Coordination and timely execution of technical and financial management of all aspects of ongoing and new Grand Challenges Programs and projects in the themes within public health.
• Manage substantial portfolio of complex grants requiring high-level grant management skills, including applying and evaluating milestone- based performance objectives;
• Project appraisal and technical due diligence.Make detailed technical reports, analyze data and interpret results. Technical monitoring and grant management of assigned projects /scheme
• Synthesize and document results from grantsand contracts including preparing briefings and portfolio reviews to leadership;
• In addition to technical and operationalexpertise, the Program Officer must also bring passion, humility, and critical thinking for the unique problems and the questions relevant to GCI’s mission.
• Experience in project monitoring and evaluation, including development of conceptual frameworks, management of monitoring systems, implementation and - supervision of evaluations and reporting of evaluation findings
• Experience in the execution, conduct and/or management of performance-based grants, contracts or cooperative agreements.
• Experience working with the community and with governmental and non -governmental organizations.
• Strong analytical, writing, editing, and verbal skills for communicating with diverse range of partners.
• Ability to credibly convene and manage diverse partners, filter information, frame issues, and facilitate high -quality decision - making around multiple priorities in a dynamic environment.
• Committed to delivering results against the mission and holds self to the highest ethical standards.
• Demonstrated critical thinking and business judgment; able to work with efficiency & diplomacy, and able to handle sensitive and confidential information appropriately.
• Strong planning and analytical skills. Excellent interpersonal and negotiation skills.
