Qualification

- State Govt. employees holding analogous post and having minimum four years’ experience in the scale of and

Job Description
1. Responsible for drug & other pharmaceutical related procurement;
2. Assist in Inventory/logistic management of drugs;
3. Resolution of bidders and stakeholders’ complaints and put up before the reporting officer.
4. Drugs and pharmaceutical management;
5. Preparation of Essential drug list and timely review of the same.
6. Provide technical support related to pharmaceutical matters at state level on procurement of drugs.
7. Provide drug costing data to procurement division;
8. Technical assistance in preparation of Essential drug list and timely review of the same.
9. Provide technical support in all district level and state level trainings on procurement and supply chain
10. Implementation of new drug policy and assess impact of new drug policy;
11. Ensure data updation in Drug MIS;
12. Analyse MIS data and take necessary steps to improve forecasting;
13. Ensure adequate stock of drugs at warehouse level;
14. Reduce over/under stocking and manage expiry;
15. Strengthen the procurement and supply chain of Health department with respect to drugs availability.

Job Description
1. Putting in place a proper supply chain infrastructure with IT enabled systems
2. Efficient management of warehouses of MPPHSCL
3. To ensure movement of goods to the user namely the Districts and also assist them in further movement of goods to the end users
4. Develop and implement pipeline strategies in line with ‘International/National Best Practices’.
5. Collect and report on logistics data for MIS.
6. Use data to drive supply chain operations.
7. Identify and rectify weaknesses within the present system.
8. To establish modern warehouses, storage rooms, and cold storage facilities in various locations within India or elsewhere for safe and convenient storage of medicines, surgical products and other medical and para-medical products of all description.
9. Design and implementation of a Logistics Management Information System and Inventory and Stock Management Systems.
10. Devise a cost effective transport and distribution system.
11. To improve cost effectiveness including methods to reduce losses, overstocking, waste, inefficient handling and distribution as well as to introduce expiry date tracking and efficient security measures.
12. Advise Districts to bring improvements in the inventory control, efficient running of warehouses with better MIS.
13. Training to MPPHSCL staff as well as to the State Govt. personnel on quantification methodologies.

Job Description
1. To be the head of Procurement Division (Drugs and Equipment). The incumbent will be responsible for procurement of drugs, all hospital equipment’s, surgical items and other hospital supplies in an effective manner to ensure its availability at all the health facilities at right time, of right specification, in right quantity, from right source and  at  right price  to  get  best  value for the money. 
2. To  Head  the  Project  Division  and  hold  overall  responsibility  of  the civil works project right from commencement to completion.
3. Develop  and maintain the necessary procurement system to ensure that all products and services purchased by the organization meet all internal and external requirements and achieve superior quality and reliability levels.
4. Develop operational guidelines, planning systems and procedures
5. Develop and implement continuous improvement programs to drive cost savings from supply chain

Job Description
1. Will be responsible for tracking in coming shipments of drugs, medicines, reagents, consumables, kits, and equipment, alerting the Manager (Logistic), Manager (Quality assurance) of the shipment time and delay or concerns where applicable; review completeness and accuracy of delivery and Point of Delivery (POD) documentation, and obtaining confirmation of arrival of the right quality and quality of delivered consignments.
2. Prepare vendor profile by undertaking pre-qualification testing of all manufacturing units, and maintain vendor history by tracking quantity and quality of delivered consignments;
3. Following verification of satisfactory receipt of goods or services, coordinate timely payment with either Manager Finance and/or Administration Manager;
4. Maintain auditable records for all items, including proved supply plans and supporting documentation; Pre- Qualification Certificates, Tender documents, bid evaluations with memorandum of negotiation, purchase orders, invoices, proof of delivery and quality assurance documentation;
5. Undertake budgeting, Procurement planning based on last year’s consumption pattern, seasonality, burden of disease, morbidity rate etc. and prepare a Quantity assessment of the next year;
6. Track the consumption pattern facility wise/drug wise/season wise from MIS to analyze the drug use pattern and identify unusual pattern visible if any, and bring it to the notice of the management;

Job Description
1. Assist MPPHSCL in product selection by setting up pre selection criteria of Vendors for supply of medicine, drugs, kits, equipment’s to be procured by MPPHSCL;
2. Shall be responsible for product qualification and ensure quality testing of all medicine, drugs, kits, equipment’s to be procured by MPPHSCL in NABL Laboratories;
3. Shall ensure that the supplies are made in conformity with the norms set regarding shelf life of medicine, drugs & kits;
4. Ensure that all supplies are made strictly following the quality norms, packing norms and labelling norms set by MPPHSCL and only medicine, drugs, kits, equipment’s that have quality certification are supplied to the facilities;
5. Assist MPPHSCL to identify NABL laboratories by method of selection/contract for quality testing of medicine, drugs, kits, equipment’s to be procured by MPPHSCL;
6. Encourage behavioural change at warehouse and facility level stores to ensure proper storage, transport, dispensing & usage procedures and periodic quality check of all stocks of medicine, drugs, kits, and equipment’s;
7. Prepare database of suppliers with complete information and evaluate performance of Vendors both in case of suppliers and NABL laboratories and recommend corrective measures including debarring, to MPPHSCL;
8. Provide technical inputs to the Technical Committee regarding purchases of medicine and drugs in generic specifications as and when required;
9. Assist in procurement of equipment’s through MPPHSCL;
10. Any other job that may be assigned to him/her from time to time.

General Clarification:
1. Age limit - Age limit indicated in the Job description is applicable for Direct Recruitment candidates only. In case of deputation, the maximum age for entry into the service of the Corporation is two years less than the age of superannuation in the parent department/organisation.
2. Emoluments –In case of Direct Recruitment candidates, emoluments in the job description is indicative. Actual salary would be as offered by the Appointing Authority based on the last drawn salary, experience and qualification. In case of deputation, emoluments would continue as per the parent department rules.
3. Perks – Perks would be as decided by the Managing Director from time to time and would be based on the Recruitment Rules of MPPHSCL. The perks for various posts would be notified separately for Direct Recruitment candidates. In case of deputation, perks would continue as per the parent department rules, however may change later based on rulings made in Recruitment Rules.
4. Performance Related Incentive – Performance Related Incentive would be based on the achievement of key result area for each post during a financial year and would be notified separately for Direct Recruitment candidates.
