Formed in 2005, the State Health Society of Bihar is the apex agency tasked with implementation of diverse schemes in Health. Under the National Health Mission guidelines, it works towards enabling access to Health in the state of Bihar.
The Society is headed by a full time Assistant Executive Director and a pool of professionals who help in running the affairs of the society.

Post: District Programme Officer (Procurement & Logistic) (HPD)

No.of post: 10 (1 in each 10 RMNCHA+A High Priority Districts (HPDs) in Bihar.

Qualification: Essential Qualification:
A. Pharmacy or Chemistry Graduate with MBA / Post Graduate Diploma in supply chain or Operation Management or Logistic Management or Material Management or Hospital or health Management or Master degree in Pharmacy.
B. Proficiency in the usage of computer, particularly MS office.
C. Written and spoken proficiency in Hindi and English.

Maximum Age: 45 years as on 1.10.2014


Consolidated Remuneration: Rs. 30000/- per month

Experience:
Essential Experience
Minimum 3 years’ relevant experience in supply chain / operation management/ Logistic Management/ handling of equipments in hospital settings.

Desirable Experience
A. Should have knowledge of government purchase/procurement rules and regulations of Bihar Finance Rules, CVC guidelines and General Finance Rules.
B. Experiences of working in large multispecialty hospitals.

Other Information/ Requirements/ Conditions
Purpose of Assignment:
District Programme Officer (Procurement & Logistic) will support District Programme Management Unit (DPMU) on activities related to drugs and equipment. He/she will responsible for facilitating uninterrupted supply of drugs & consumables in ail health facilities of the district. He will ensure equipment uptime He/she have to coordinate with health facilities of the districts and SHSB/BMSCIL to ensure minimum inventory level in order to ensure regular supply and avoiding an wastage & expiry.

Summary of Roles and Responsibilities:
The primary duties and responsibilities of State Program Manager will include the following but not be restricted to:
1. At the district level he/she will be responsible for handling of issues related to storage, inventory control, transportation and distribution of drugs, equipments and other hospital supplies procured and supplied to the districts by the BMSICL
2. Conduct the situational analysis of the respective district and its peripheral health care facilities regarding demand generation, supply chain, inventory management and Record keeping of stock
3. Lead the monthly Supply-Demand Planning, Allocation, Inventory management Relocation and Stock Reconciliation (Physical stock inspection) if required of all goods and commodities at the district level and peripheral health care facilities
4. Responsible for monitoring the overall supply chain performance in the district through frequent field visits, Review and proactively manage the stock situation and identify bottlenecks
5. Build capacity and identify training required to address the bottlenecks either through short term or longer term interventions on forecasting, allocation & procurement and logistics management
6. Streamline the Record keeping system through Logistic Management Information System.
7. Working in close coordination and guidance of government set up to address issues related to drugs and equipments.
8. Responsible for identifying the optimal transportation option for distribution of the drugs/equipments/other hospital supplies to the peripheral facilities within the district along with the Store Officer.
9. Ensuring regular repair, maintenance service, preventive maintenance, calibration Training to end user
10. Responsible for installation, commissioning and hand over of new equipment and regularisation of AMC/CMC contracts.
11. Assess storage/ warehousing requirements of the supplies procured centrally by BMSICL and ensure Storage Quality of the warehouse/district stores/district hospital stores and stores at the peripheral facilities
12. Facilitate Store Officers/BHMs to follow the SOPs developed by State for the Quality Control and Quality Assurance to execute best practices in supply chain, inventory and logistics management
13. To compile data of actual consumption of various items from the peripheral centres and help in forecasting the quarterly/half yearly/annual requirements
14. To monitor, report and provide oversight to the stock position of various items including indication of under-stocking / overstocking / expiry of goods to SHS/BMSICL based on the consumption pattern.
15. Based on the information collected, coordinate to divert, in consultation with the concerned supervisor, the stocks from the centres which have excess material to the centres where there is shortage. Similarly arrange to divert, in consultation with the concerned supervisors, items with expiry date approaching to such centres where there is immediate or higher requirement for consumption.
16. Support of proper use of drug management software used in the state health system e.g. Aushdhara, Sanjivani etc.
17. Conducting training for stores officials and BHMs in Forecasting, inventory and Logistics management function.
18. Any other work assigned by the SHS.

Desirable skills
- Should have knowledge of government rules and regulations.
- Excellent interpersonal skills and able to make effective collaboration with concerned I colleagues at district and state level.
- Person having experiences and knowledge in government procurement & contracting system will be given preference.
- Ability to travel.
- Able to work under deadlines, with excellent skills in planning, scheduling and accurate record keeping.
- Strong organizational, Leadership, management and interpersonal skills.
- Computer proficiency with high level of familiarity with data base management programme and commonly used packages like MS Word, Excel, power point etc.
- Excellent oral and written communication skills in English and Hindi.

Agreement:
Selected candidate will draw a contractual agreement with concerned DHS.
