Niti Aayog proposes bills to regulate and promote Indian System of Medicine

Niti Aayog has developed two bills to regulate and promote Indian medicine systems that include ayurveda, yoga and naturopathy and homeopathy.The bill of the National Commission for Indian Systems of Medicine (NCISM), 2017 will cover Ayurveda, Unani, Siddha and Sowa-Rigpa, yoga and naturopathy. The draft of the National Commission for Homeopathy Act of 2017 will also cover biochemical remedies.

The draft bills, prepared by a committee led by Niti Aayog, Vice President Arvind Panagariya, suggested the creation of expert councils and councils to deal with issues relating to the various Indian medical systems and homeopathy .

Among other things, these two bills seek to ensure an adequate supply of high quality medical professions for the Indian current of medicine both in postgraduate and postgraduate and promote research. The bills also provide for the keeping of records for professionals engaged in the Indian system of medicine and homeopathy.

According to the NCISM bill, the central government will constitute a commission, called the National Commission of Indian Systems of Medicine. The Commission consists of a chairperson, a member secretary, 13 ex officio members and 14 part-time members.

 

According to the National Council for Homeopathy (NCH) bill of 2017, the central government is a council called the Advisory Council on Homeopathy (ACH). The central government also constitutes a Commission, called the National Commission of Homeopathy.

The government established a group of ministers (GoM) under the leadership of Finance Minister Arun Jaitley to discuss concerns raised by some states and stakeholders regarding the National Medical Commission's 2016 Bill.

Recently, Panagariya led panel has also proposed to replace the Medical Council of India by a National Medical Commission.
