Applications are invited from retired government officials with experience in Admn/Establishment matters as also working/retired AYUSH doctors/experts to serve as Senior Consultant/ Consultant/ Junior Consultant in this Department, on a consolidated remuneration. The appointment will be purely on contractual basis for a period of 12 months initially. The areas of specialization for which Consultants are required include-  (i) Administration/ Establishment; (ii)  Cash & Accounts/ (iii)  Budget; (iv) Vigilance/ Disciplinary matters. (v) Legal matters. (vi)  Technical matters concerning AYUSH/Pharmacy. (vii) Hindi Translation.

Post: Consultant

Qualification and Experience:
(i)    Retired officers of the level of Section Officers/Under Secretaries/Deputy Secretaries and equivalent from the Government of India and its Attached & Subordinate offices, Autonomous/Statutory Bodies, PSU/PSEs and the State Government;
(ii)    AYUSH experts/Pharmacists, retired AYUSH doctors holding a recognized post graduate degree having knowledge/experience in Research, teaching etc;
(iii)    At least 5 years working experience in the relevant field. For the purpose, copies of last posting, experience, last pay drawn may be submitted while expressing the interest;
(iv)    Not more than 65 years as on 10th October, 2012;
(v)    The candidate should be proficient in working independently on MS Word and familiar with other computer applications.

Remuneration and other Conditions:
(i) This contractual appointment is need based for a limited period and it will not confer any right or privileges on the appointee for regular appointment;
(ii)    Emoluments for the Senior Consultant / Consultant: The payment for Senior Consultant/ Consultant/ Junior Consultant would not be more than Rs.50,000/-, Rs.43,500/- and Rs.38,000/- per month respectively. However, the consolidated remuneration will be commensurate to their position they retired, relevant experience and qualifications;
(iii)    Tax Deduction at Source: The Income Tax or any other tax liable to be deducted, as per the prevalent rules will be deducted at source before effecting the payment, for which the Department will issue TDS Certificate/s. Service Tax, as applicable shall be payable extra, at the prevalent rates;
(iv)    No other allowances will be payable. However if the Consultant, travel out of the Headquarters will be entitled to TA/DA as admissible under the Rules;
(v)    The assignment is on a full time basis and the Consultant will be required to attend to the office on all the working days and on holidays, if required, on account of exigencies of work, for which no additional remuneration will be paid;
(vi)    Leave: Consultant shall be eligible for not more than one day leave each month and holidays during the period of consultancy;
(vii)    The period of engagement will be initially for a period of one year, which may, at the discretion of the competent authority be either extended or curtailed;
(viii)    The Consultant(s) so engaged will be required to maintain decorum, discipline as expected of a regular Central Government employee;
(ix)    The contract can be terminated by either side by giving notice for a period of one month or one month's consolidated emolument in lieu thereof;
(x)    The contract can be terminated without notice by the competent authority, if at any time the conduct, performance, activities of the individual are found detrimental to the interests of the Department.

Performance Appraisal
After the Consultant is appointed, Performance indicators would be specified for the tasks assigned and there would be periodic appraisal of their performance.

Selection Procedure
(i)    The appointments will be made on the recommendations of a Selection Committee constituted for this purpose. The eligible candidates will be called for interview and on the basis of the recommendations made by the Committee, the selection will be made;
(ii)    No TA/DA will be provided for attending the interview.
