Require Drugs Controller in Government of India, Ministry of Wealth & Family Welfare

Applications are invited for the post of Drugs Controller (India) in the Pay Band-4 (Rs. 37400 - 67000) plus Grade Pay Rs. 10000/- by Deputation [Including short-term contract] from officers under the Central / State Govt. / Union Territories / Recognized Research Institutions / Public Sector Undertakings / Semi-Government / Autonomous / Statutory Organizations:

 

a)    (i)   Holding analogous posts on regular basis in the parent cadre / department; or
(ii)  With three years' service in the grade rendered after appointment thereto on a regular basis in posts in Pay band-4 (Rs. 37400-67000) with Grade Pay Rs. 8700/-or equivalent in the parent cadre / department; and
b)    Possessing the following educational qualifications and experience;

Essential:
i)    Graduate degree in Pharmacy or Pharmaceutical Chemistry or in Medicine with specialization in Clinical Pharmacology or Microbiology from a recognized University established in India by law.
ii)    Post-graduate degree in Pharmacy or Pharmaceutical Chemistry or Biochemistry or Chemistry or Microbiology or Pharmacology from a recognized University or equivalent; and
iii)    Fifteen years' experience in manufacture or testing of drugs in a concern of repute or enforcement of the provisions of the Drugs and Cosmetics Act, 1940 and Rules.

Desirable:
(i)    Two years' experience in dealing with problems connected with drugs .
standardisation and control and import and export of Drugs, and/or administration
of the Drugs and Cosmetics Act 1940 and Rules.
(ii)    Ph.D in Pharmaceutical Sciences.

Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the Central Government shall ordinarily not to exceed five years. The maximum age limit for appointment by deputation (ISTC) shall be not exceeding 56 (fifty six) years as on the closing date of receipt of applications.

The officer selected on deputation will have the option to draw his/her parent cadre pay- plus deputation (duty) allowance or the pay scale/grade pay of the deputation post in accordance with the Department of Personnel & Trg's O.M. No. 6/8/2009-Estt. (Pay.II) dated 17.06.2010 as amended from time to time. For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 01.01.2006 shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with common grade pay or pay scale where this benefit will extend oniy for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

While forwarding the applications it shall be ensured that the particulars of the candidate/s are duly verified from their service records, that they actually fulfill the eligibility requirements and no Vigilance case/disciplinary proceedings are pending /contemplated against the candidate concerned. The up to date ACR dossiers for the past five years from 2006-2007 to 2010-2011 Integrity certificate, Vigilance clearance, Statement of major/minor penalty imposed, if any, during the last ten years and cadre clearance must also be enclosed along with the applications. Applications received after the last date for receipt of applications or without vigilance clearance, statement of major/minor penalty imposed, if any, during the last ten years and cadre clearance and ACR dossiers will be summarily rejected. Candidates will not be allowed to withdraw their applications once forwarded.
